La Commission européenne doit initier un recours en manquement contre l’Allemagne

Beaucoup d’encre a déjà coulé concernant la décision de la Cour constitutionnelle allemande (CCA) du 5 mai dernier : en évaluant la proportionnalité de l’action de la Banque centrale européenne (BCE) dans son programme de rachat d’obligations souveraines (PSPP) mené en 2015, la Cour a en effet suggéré que cette dernière avait mal utilisé ses prérogatives et agit de manière disproportionnée. En d’autres termes, elle aurait outrepassé ses compétences.

Je me souviens encore aujourd’hui me réveiller le 24 juin 2016. J’ai jeté un œil à mon portable, le WhatsApp de mon père indiquait que « le Leave l’avait emporté », et Nigel Farage rayonnait, célébrant le « jour de l’indépendance ». Ça ne pouvait être qu’un cauchemar. Il était évident que David Cameron allait faire une annonce officielle affirmant que ce n’était qu’une blague, que rien ne changerait et qu’il était évident que ce référendum irresponsable avait été une erreur.
